September 29, 1999 Dry conditions, mild daytime temperatures, and cool, crisp evenings have led to an outburst of fall colors in the Northeast. During the past week, foliage conditions have changed dramatically. Most of the northern sections of Maine, New Hampshire, Vermont, and New York are reporting moderate color change, ranging from 31% to 60%. Some sections of central and northern Maine are now reporting 61% to 80% change, the highest in the Northeast. Southern New Hampshire and Massachusetts have seen the 1% to 10% line move towards the coastline, replaced by 11% to 30% change. Connecticut, Rhode Island, and New Jersey have seen little change since the last report. Much of the southern tier of New York and north-central Pennsylvania have reported an increase in foliage color, now reporting 11% to 30%, up from 1% to 10% previously reported. Light winds have kept leaf drop to a minimum. As the leaves change, however, leaf drop will increase.
